Flyup 417 Bike Park near Cheltenham has applied for planning permission for a new visitors centre with a cafe, workshop, and bike rental.

The reason being (seeing as anyone who will have visited will know they already have these awesome facilities) is down to a major roadwork expansion on the nearby A417 road which will mean the existing visitors centre and car park will not be usable for the period of the works (up to three years). For clarity, it is STILL business as usual. 

So they considered a temporary car park first but want to go the whole hog and get a brand new shiny visitors centre to minimize any visitor disruption that would cause.
